Jonathan, Amaechi, Dickson hold secret talks - PUNCH

THERE were indications that President Goodluck Jonathan, the Rivers State Governor, Mr. Rotimi Amaechi, and his Bayelsa State counterpart, Mr. Seriake  Dickson, on Thursday had a closed-door meeting in Rivers State.
The venue and agenda of the meeting were not clear as at the time of sending this report.
However, sources said the ongoing feud between the Peoples Democratic Party and the seven rebel governors loyal to the New PDP could be part of the discussion.
It was gathered that Amaechi and Dickson flew in the same chopper with Jonathan from the Port Harcourt International Airport to Okrika in Rivers State, where the remains of the President’s wife’s foster mother, late Mrs. Charity Oba, would be buried today (Friday).
A Government House source said Jonathan, Amaechi and Dickson might have met in the private residence of the President’s wife, Patience.
The source explained that the President, Amaechi and the Bayelsa State governor could cash in on the opportunity provided by the burial of Jonathan’s in-law to resolve their political differences.
Also, the Chief Press Secretary to the Rivers State Governor, Mr. David Iyofor, told The PUNCH that only Amaechi and Dickson, who were at the airport to receive the President, flew with him (Jonathan) in the chopper to Okrika.
Iyofor, however, said he could not ascertain if the President and the two governors had gone into a closed-door meeting when they got to Okrika.
“Governor Amaechi and the Bayelsa State Governor, Seriake Dickson, received the President at the Port Harcourt International Airport and the two governors joined the President in a chopper to Okrika.
“I am aware that they (Jonathan, Amaechi and Dickson) flew to Okrika in a chopper, but what I cannot say for now is whether they went into a closed-door meeting,” Iyofor said.
The PDP had been embroiled in a lingering crisis, which led to the emergence of the Alhaji Kawu Baraje-led New PDP.
However, ahead of the burial of the late Oba, security was beefed up around Okrika Local Government Area with soldiers, policemen and security operatives from other agencies stationed at different points to forestall any possible breakdown of law and order.

N255m bulletproof car scandal: Oduah denies wrongdoing, blames NCAA DG, aides - PUNCH

The embattled Minister of Aviation, Ms Stella Oduah,   has been   accused by the  House of Representatives Committee on Aviation of approving  N564m for the purchase of 54 cars   beyond her power.
The committee alleged that Oduah, who  finally appeared before it  on Thursday after  failing to honour  earlier invitations,  did not follow the budget approved for the Aviation ministry and its agencies  by the National Assembly.
  The minister, who wore a striped blue ankara dress with a matching blue head scarf, walked into the hall at 11.42am looking somewhat disturbed.  She also wore white beaded jewellery to complement her embroidered blouse.
Oduah   first walked to take a seat facing the committee  members and made to sit but changed her mind.  She    went halfway between her seat and the high table, where she exchanged pleasantries with the Chairman of the committee, Mrs. Nkiruka Onyejeocha.
After that she walked out of the hall, spending about 10 minutes before returning   to   her seat to make a presentation.
A few seconds after, the committee chairman while giving her opening speech,  tried to douse the tense atmosphere at the venue of the hearing.
“We are not mourning here, there is no aeroplane crash; I want to see everyone smiling. Please  feel  free and relax,” she counselled.

Thereafter, Oduah  was  called upon to testify on her role in the purchase of two bulletproof cars at a whopping N255m and other vehicles by the Nigerian Civil Aviation Authority.
She took an  oath,  promising to say  “nothing but the truth, the whole truth.”
  The  minister,  who seemed to have regained confidence   looked   the committee members   in the face and then   apologised for  her  failure  to  honour  their earlier summons.
She  denied that the NCAA  bought  the two   bulletproof cars   for her use.
Her audacity took the lawmakers aback a bit, as she also rationalised the action of the NCAA, claiming that its decision to buy  the  54 cars did not breach any law of the land.
She stated that the NCAA  bought  the bulletproof cars  for its own operations in line with the rising profile of Nigeria as an ICAO member.
The minister, who sounded impatient as she gave her testimony, added that there was a required international standard for state-of-the cars to provide security for visitors and certain category of passengers   visiting  any  country.
According to her, she was alarmed by media reports tying the purchase of the cars to her personal comfort.
She said, “It is not true that NCAA spent N255m to purchase the bulletproof cars for the minister.
“It is totally untrue; there is nothing reflecting my name.  The cars were not registered in my name.
“All I did was approve based on the proposal sent to me on lease financing by the NCAA.”
She defended the NCAA, saying that it bought the cars as part of its three-year budgetary plan to beef up its operational fleet.
But, there was a mild drama when the committee questioned her over the approval of  N564m  for the   54 cars above  the   N100m which ministers could approve.
Oduah said the expectation was that because the NCAA entered into a “lease financing” agreement with the First Bank of Nigerian  to span 36 months, the amount of money it would have paid to the bank by December was N100m.  According to her, the N100m is still within the spending limit.
The Head, Lagos Mainland branch  of First Bank, which handled the transaction, Mr. Seyi Ojefeso,  had on Tuesday told the committee that    the NCAA approached the bank for a loan to purchase vehicles for its management staff.
Ojefeso claimed that it was possible that the NCAA “got it mixed up” when it  described it as a lease agreement.
He explained that the NCAA applied for a loan package of N643m to finance the purchase of  54 vehicles.
For the bulletproof cars, he said there was a Coscharis pro forma invoice attached to the application in the value of N255m.
He added, “We offered an auto loan to the NCAA in May to purchase cars for its management staff.
“The application was for N643m; we financed the purchase of the cars based on the application they submitted to us.”
But the  committee observed that the original request of the NCAA to the  minister   was N564m, but First Bank eventually approved a loan of N643m.
 When asked to explain how the difference came about, Ojefeso said only the NCAA could answer the question since N564m was not in the agency’s communication with the bank.
When the committee members  accused her of giving anticipatory approval for expenditure beyond her power, Oduah  said  she expected the NCAA to go back and do “the needful” by complying with procurement regulations.
Leading the barrage of questions,   Mr. Jerry Manwe stated, “You did not follow the budget approved for you by the National Assembly because when you calculate the total expenditure, the  NCAA would have paid over N1bn for the 54 cars.
“The agency would have paid N160m which is above your approval limit  by December as part of the instalments and not N100m, which is  within your power.
“The committee refused to approve the N140m the NCAA proposed for bulletproof cars because we said you cannot use bulletproof cars to patrol  the perimeter fencing at the airports.
“Nowhere in the budget did we approve bulletproof cars, but you went ahead to spend money in anticipation of budgetary provision.”
But, the minister countered that the interpretation of her approval was that the NCAA should do the appropriate thing by complying with the requirement of procurement laws.
  “My memo says, approved. Please, do the needful; what does that mean? What does that tell you?”, Oduah asked Manwe.
She implied that her approval was not final, to the dismay of lawmakers.
There was more drama when the committee turned the heat on the bureaucracy of the Ministry of Aviation and the management of  the NCAA.
The  Permanent Secretary of the ministry, Mr. George Ossi, and a former Acting DG of the NCAA, who supervised the transaction, Mr. Joyce Nkem-Akonam, both admitted that the approval implied that they were to comply with due process regulations.
Nkem-Akonam stated, “What the approval means is that we go through due diligence in our system.
“We did that in our procurement department and complied with the law.
“From the point the minister’s approval came, we went ahead with the mindset that we already had a budgetary approval by the National Assembly.”
In the ensuing buck-passing and confusion, the committee read out the portion of the 2013 NCAA budget where the National Assembly “clearly approved only N240m for the purchase of 25 operational vehicles.”
Manwe then  tried to blast the NCAA and the permanent secretary for allegedly “misleading the minister.”
He noted that they ignored the budgetary approval of N240m for 25 cars and made their own proposal of 54 cars for N564m which  was  “far above the approval limit of N100m” without recourse to the Federal Executive Council.
Another member of the committee, Mr. Adeyinka Ajayi, sought to know the date the Board of the NCAA approved the transaction, but there was no answer.
Neither Nkem-Akonam nor Osi could give the date of the approval. They promised to consult and get the date.
Adeyinka again asked, “Where are the bulletproof cars now since the minister has said they were not bought for her?”
Nkem-Akonam replied that the vehicles were “pool cars” that could be used by any officer, including Oduah.
“They are pool cars for VIP movement, including the minister; including you, honourable member”, he added.
- Minister apologises, says issues muddled up
Earlier, Oduah had apologised for her failure to appear before yesterday, blaming it on  her  trip abroad  to sign a Bilateral Air Services  Agreement   between Nigera and Israel .
She also admitted that attempts made by some officials to clarify the car scandal were “muddled up.”
She spoke further, “You may recall that there have been attempts at clarifying issues pertaining to this particular procurement. In the process, some of the issues were further muddled up.
“I mention in this regard the first attempt at clarifying the issue by the Coordinating Spokesperson for the parastatals when he was first confronted with the allegation, without recourse to the Minister or the Principal Officer of the Ministry and its agencies, described the information as a mere rumour.
“This was followed by the statement of my Special Adviser, Media, who was himself guided by his own perception of the duties and challenges of my office and possibly, even the danger to the person and office of the minister.
“This is made evident by the fact that his statement focused on my personal security and safety without recourse to procurement process and policy file to which he had no access.
“Although both inaccurate and innocently misguided, I understand the urgency and aggression considering the sources the information was breaking from.
“The last official intervention in this matter came from the Director-General of NCAA, the agency charged with the oversight of the aviation sector and the agency that actually undertook the procurement.
“Whereas the DG was right in saying that the vehicles were not bought for my office, the anticipated positive effect of this correct piece of information was marred by remarks credited to the DG suggesting that the agency was more concerned about issues of administration and information security that had no bearing on this issue.”
Meanwhile, Coscharis Motors insisted on Thursday that the cars it supplied were the same quoted on the transaction documents.
Lawmakers, who  inspected the bulletproof cars at the Nnamdi Azikiwe Airport on Tuesday, reported that they bore different chassis numbers from those quoted in the transaction documents.

However, on Thursday, the Chairman of the company, Mr. Cosmos Maduka, and his team blamed the discrepancy on “transposition error.”
“The cars you inspected are the correct cars. There are 12 cars on the end-user certificate and the DW68011 you are referring to is one of them”, he said.
Amidst heated disagreement between the two sides, Coscharis offered to access the BMW factory online, using the chassis numbers to prove that they were the right cars.
But the committee members   overruled  him  and directed  Coscharis  to produce more documents to defend  his claim.
Having heard from all the parties to the controversy, the committee made what sounded like a preliminary report.

Onyejeocha, who closed the session, said, “Facts speak for themselves.
“We have listened to the NCAA, Coscharis, First Bank, Customs and the minister.
“It has been established that N240m was budgeted by the National Assembly for 25 cars; we have seen that N255m was used to buy bulletproof cars.
“We have seen another approval of N643m for the purchase of 54 cars.
“We will consider all our findings to see whether they are in line with extant laws and financial regulations and  then write our report.
“We assure Nigerians that we will report to them.”
Oduah too spoke briefly with reporters on her way out. She  thanked  the House for giving a “platform for my own side to be heard on this issue.”
She said she was happy that the “truth” came out that bulletproof cars were not bought for her

Army destroys terrorists' training camps, vehicles in Borno - GUARDIAN


A combined team of 7 Division Nigerian Army and Nigeria Air Force (NAF); Wednesday destroyed the training camps and hideouts of Boko Haram sect group used to launch a planned attacks on Doho and Marguba villages in Kaga council area of Borno state; while some of the terror suspects fled towards the Nigerien border towns of Gubio and Damask.
Speaking Thursday in Maiduguri on the foiled attacks on two villages; and measures employed secure people’s lives and property, the spokesman of 7 Division of Nigerian Army, Lt. Col Mohammed Dole said the fleeing terror suspects are being pursued with ground and aerial bombardments of both training “camps and track routes” to dis-stabilize the militants’ strikes and attacks on towns and villages in the state.
He further disclosed that; after foiling the attacks on two villages of Doho and Marguba on Wednesday, five vehicles were also destroyed, including two Hilux vehicles used in the destroyed camps of terrorists that move in groups to launch attacks on innocent people.
“This is the tactics employed by the insurgents in striking at villages and towns, but we will not allow them to sit down and plan at their training camps to launch any attack to destroy people’s lives and property, as recently experienced at Kawuri, Pulka, Izge, Benishiekh, Bulabulin Ngarwa, Mafa and Mainok.
“We have also re-strategized by changing our tactics, by de-stabilizing the insurgents’ plans and strategies of attacking these towns and villages in this state. The recent successes we are witnessing; were also made through the cooperation of members of the general public in providing us with useful and credible information on the modus operandi and activities of the Boko Haram group in their respective communities and other general areas,” said Lt. Col Dole.
He said the 132-kilometre Maiduguri-Damaturu road, is being patrolled regularly to protect people and other motorists’ lives and property, as the troops gradually track the fleeing insurgents into the Sambisa Forests.

Ethiopians celebrate Laughter Day to reduce stress, fatique - GUARDIAN


THE World Laughter Master, Belachew Girma, has urged Africans to establish the habit of laughter as a therapy for stress and fatigue.
Girma, who made the remarks at the 11th Ethiopian National Laughter Day on Thursday in Addis Ababa said Africans must find some time off and laugh as part of effort to address health challenges caused by stress and fatigue.
The News Agency of Nigeria (NAN) reports that the National Laughter Day was set aside by the Ethiopian Government in 2002 and is usually marked with celebrations, dance, drama and laughter competition among the young and old.

 ``You can change the World with the power of laughter and happiness even in times of sorrow and sadness.
``Ethiopia is the only country that officially celebrate the National Day of Laughter in the World and that makes it unique and different,’’ Girma said.
``We have the support of the Ethiopian government to create a festive and meaningful event that will touch every citizen. We hope to bring political and business leaders to Addis Ababa to share the positive effects of laughter with us,’’ Graham said.
According to him, the driving force behind the Ethiopia National Laughter Day was  to enable people create something to laugh over as most Ethiopians do not seem to have a lot to laugh about.
Girma told NAN that many years ago his hotel in the south of Ethiopia burned down.
``After rebuilding the place, the area in which the hotel was located was flooded. So I lost everything, again and my wife had died of HIV, I read a text in the Bible that said, laugh with famine and disaster.’’
Girma said that was just what he did.
``Girma being a man, who likes to smile and have fun, started to use laughter as a therapy for himself and for others.
``He became well-known for it and in 2002 the Ethiopian government put laughter in the centre of attention and declared Oct. 31 as a National Laughter Day,'' he said.

NAN reports that over the years, Girma had become one of the best-known laughing gurus and later the World Laughing master teaching people about the benefits of laughter.
He said: ``When you laugh, your body produces antidepressants like dopamine and serotonin, and endorphins, the body morphine, which makes you feel good. Laughter also reduces the levels of stress hormones and boosts your immune system.’’
Girma said laughter could be used as a diplomacy pass key ``if we can get leaders and decision makers to laugh together, we break down lots of barriers. They will negotiate more openly and honestly. The Ethiopia National Laughter Day is all about that.``
The  11th National Laughter Day celebrations attracted thousands of students, Elementary School Pupils the elderly people, HIV-infected and disabled people for a programme of laughter, such as laughter competitions, speeches.
Meanwhile, the Laughter master said he had graduated about 150 laughter professionals from the school established three years ago to assist persons with stress, fatigue as well as those with psychological challenges in the country.
``The professionals are now providing various services to persons with such challenges in hospitals and work places.
``Laughter is a great vehicle for peace,’’ Girma said. (NAN)

ICPC alleges involvement of Okorocha’s aide in N74.4b contract scam - GUARDIAN

THE Independent Corrupt Practices and Other Related Offences Commission (ICPC) has alleged involvement of an aide to Governor Rochas Okorocha in a N74.4 billion Imo State contract scam.
   The development came as the Federal Capital Territory (FCT) Minister, Bala Mohammed, yesterday ordered the suspension of six FCT workers for their alleged involvement in alleged fraudulent activities.
   Four of the suspended workers are from the Abuja Geographic Information Systems (AGIS) while two are from the FCT Land Administration Department.
  Details of the their involvement could not be obtained by newsmen, but the minister, in a statement issued in Abuja yesterday disclosed that the suspension takes immediate effect even as he said the alleged culprits were still facing further investigation.
  ICPC revealed in a statement yesterday that the governor’s Special Assistant, Prince Akano and former deputy governor, Jude Agbaso, were part of the scam in which a construction company allegedly got N1.45 billion for the project awarded for N1.15 billion and abandoned the work after executing it up to a point valued at just N300 million.
  The commission added that investigations at the Corporate Affairs Commission (CAC) revealed that the governor’s aide who is also the chairman, Committee on Monitoring and Implementation of Road Projects in Imo State, Prince Akano, was a director in the allegedly erring construction company, JPROS International.
  ICPC which gave the revelation following the recent demonstration by women of Imo State against anti-corruption agencies, also revealed how state officials obtained a loan of N73 billion and used the allocations of all the state local governments for the next three years as collateral.
   The ICPC said it is not correct that anti-graft agencies merely wanted to witch-hunt the governor and state officials but that petitions were received from the state as far back as December 2012 and March 2013 to investigate the issues.
  The second petition, ICPC said, was received from the Association of Local Governments of Nigeria (ALGON) in Imo State, alleging misappropriation of the N73 billion loan.
  “In a bid to frustrate further investigation, Akanno instituted a civil suit challenging the authority of the Commission and the investigation team led by Chukwura to summon him to clarify issues.
  “The second petition was sent to the Commission by the Association for Local Government of Nigeria (ALGON), Imo State Chapter, alleging misappropriation and diversion of N73 billion belonging to the 27 local governments of the state for which three years statutory allocation to the local governments were used as collateral.”
  The petition further alleged that “the Speaker of the House and his men were beneficiaries of these contracts in order to prevent them from carrying out their oversight functions on the projects.”
  It also stated that while several letters of invitation were sent to 12 functionaries in the state, only five of them honoured the invitation. Those who honoured the invitations are the Clerk, Imo State House of Assembly; the Branch Manager of Zenith Bank Plc.; Branch Manager of Guaranty Trust Bank Plc; Accountant-General of the State and Commissioner for Finance.
  “Seven others are yet to show up. They are the Secretary to the State Government; the Principal Secretary to the State Governor; the Commissioner for Agriculture and Natural Resources; the State Commissioner for Works; the Permanent Secretary, Ministry of Local Government and Chieftaincy Affairs, and the Commissioner for Local Government and Branch Manager of Diamond Bank Plc, Owerri,” ICPC said.
  Instead of honouring the invitation of the Commission, the suspects were said to have dragged ICPC and its investigators to court, seeking the enforcement of their fundamental human rights.

Nov 1 handing over date: FG, electricity union set for showdown - TRIBUNE

THERE are strong indications that the Federal Government and the labour unions, under the aegis of National Union of Electricity Employees (NUEE), may be set for a showdown, following plans by the Federal Government to continue with the planned physical handing over of privatised successor companies of defunct Power Holding Company of Nigeria (PHCN).

The Federal Government, through the Bureau of Public Enterprise (BPE), in a statement, had said about 84 per cent of the workers had been paid off, while others would be paid between Wednesday and Thursday.

However, workers said banks had refused to honour the government’s directive to pay them.

They said if their entitlements were not paid by the end of October, the entire workforce of PHCN in all the 36 states would embark on indefinite strike.

Speaking with the Nigerian Tribune on Wednesday, the general secretary, Joe Ajaero, said no physical handing over could take place until all outstanding severance packages had been settled.

“How do we explain when new owners take over the assets while we are still under the Federal Government payroll. Let them pay the workers and the new owners can retain whoever they wish to employ,” he said.

Moreover, industry analysts opined that the transition process would be completed by February 2014, when the Transitional Electricity Market (TEM) is expected to take effect.

TUC urges FG to stay action
The Trade Union Congress (TUC) has, however, called on the Federal Government to defer the proposed handover date of PHCN successor companies to the new owners until all agreements with the unions are met.

The government had proposed November 1 as the date for the handover of the successor companies to new investors.

But the deputy secretary-general of TUC, Mr Simeso Amachree, made the call in Lagos, on Wednesday, in an interview with the News Agency of Nigeria (NAN).

Amachree said the government must be seen to deal fairly and transparently with the workers, to avoid unpleasant consequences.

Amachree added that the unions would engage in peaceful and legal means to compel the government to honour its agreement with them.

PHCN workers get N294.5bn severance, pension
Meanwhile, ahead the formal handing over of PHCN assets to their new owners tomorrow, the Federal Government has paid out a total of N214.22 billion to 40,093 disengaged workers of the company as severance allowance.

Another sum of N80.290 billion has also been paid as pension and gratuities.

The Permanent Secretary in the Ministry of Power, Ambassador Godknows Igali, disclosed these on Wednesday, while briefing State House correspondents at the end of a meeting of stakeholders in the power sector, held at the Presidential Villa, Abuja.

He explained that government was working hard to ensure that all PHCN workers, whose record had been validated, were paid.

“The severance aspect goes directly to the account of the beneficiary and a lot of them have confirmed that they have got the alert in their acounts.

“Those who have not got the alert is because of the issues of banks that have not completed their processes, but government has given orders to all concerned banks to ensure all workers get the alert.

“For the gratuity payment, it goes to the pension fund custodian. They get the money and after that goes to the pension fund administrators.

“So, the funds have left government and gone to the custodians and administrators of the various beneficiaries,” Igali said.

The permanent secretary said record of an additional 605 workers had also been validated last Tuesday and their payment effected.

According to him, government was cautious in the certification process of the former PHCN employees, to ensure that all those that were paid were authentic workers of the company.

Igali further stated that there was a problem with 1,478 workers in the Enugu Distribution Company, as their biometric capture got corrupted by virus, adding that a consultant had moved to site to recapture them.

He added that the biometric capture of 929 workers around the country was also corrupted, because of the large number of people involved in the exercise.

He assured that those affected would soon be brought to Abuja at the expense of government to be recaptured.

Another problem he pointed out were cases of duplication of names and bank accounts of about 1,000 persons, while about 2,500 had no record that they were PHCN workers, though they had been identified as casual workers in the system.

PHCN investors arrive in Ibadan
New investors are now on ground in Ibadan, Oyo State, where the handover of assets of PHCN is set to take place tomorrow.

Nigerian Tribune learnt that the Minister of Finance, Dr Ngozi Okonjo-Iweala and his Power counterpart, Professor Chinedu Nebo, are expected to perform the handing over.

It also gathered that the location for the handing over was still being shrouded in secrecy, to prevent power sector unions from disrupting the programme.

Scores killed as 7 Division troop engages Boko Haram in Borno - TRIBUNE

TROOPS of the 7 division Nigerian Army in Maiduguri, has continued to carry out attacks on the Boko Haram terrorists camp killing several insurgents and destroying their camps.

Residents of Maiduguri, who were travelling to Damaturu on Wednesday, were made to turn back by other travellers who claimed that they saw the insurgent in their number crossing the highway road at Benisheikh town of Kaga Local Government Area, where insurgents have been attacking travellers in the past.

According to them, the insurgent were seen hurrying as they cross.

Speaking to newsmen on behalf of the 7 division Nigerian Army, Captain Aliyu Danja confirmed the story stating that at about 11:00 a.m troops of 7 division Nigerian Army supported by the men of the Nigerian Air force with helicopter gunfire attacked and destroyed the Boko Haram camp in Goho village, in Mainok general area.

Captain Danja said several terrorists were killed while others fled to another town in Marguba village and troops pursued the terrorists, destroyed the camp while several were killed and others fled.

He also confirmed that the insurgents, who fled crossing road Maiduguri, Damaturu at Benisheikh were heading north towards Gubio and troops were still in pursuit of the terrorists.

Police operatives in Lagos have arrested three persons and declared one other wanted for allegedly gang raping a girl to a state of coma. The young girl, simply identified as Vivian, is battling with death in a private hospital in Ikorodu area of the state.
Crime Watch gathered that the 15-year-old secondary school girl had gone to collect lesson notes from her colleague, Tabiola.
Tabiola was alleged to have lured her to a place where three others were waiting to devour her virginity.
A police source told Crime Watch that as soon as Tabiola walked in with Vivian, the suspects locked her inside a room where they forcefully stripped her naked.
According to the senior police officer, the girl was gang raped and was abandoned unconscious in the pool of her own blood.
The police officer, who gave the names of the three suspects as Yusuf, Rasheed, Oyedepo said, “When it dawned on the suspects that the girl was unconscious, they abandoned her in the pool of her blood where she would be seen and fled from the community.  I believe that the evil guys did not expect the girl to survive.
“Anyway, as the case is, it will take the grace of God and good medical attention for the girl to survive and be normal again.  Her pelvic, according to doctor’s report, has been so battered.  She was badly injured and she lost too much blood. More so, the girl was a virgin and was forcefully deflowered.  I feel for her because she is so devastated and psychologically traumatised.”
Lagos State Police Public Relations Officer (PPRO) Ngozi Braide who confirmed the story told Crime Watch that the victim is a Secondary school girl.  “She was lured to the place where she was gang raped by four men.  She is presently recuperating in a private hospital.
Her condition was very bad as she was abandoned unconscious in the pool of her own blood.
“We have arrested three suspects and one other is still at large but we have declared man hunt for the fleeing suspect.”
She warned young girls to be wary of the male friends they keep as friends as some of them may be worse than beasts.  “Don’t visit your male friends alone and even when you go in company, don’t follow your male friends inside the house or a secluded areas,” she advised.

Forbes names Dangote Africa’s most powerful man - PUNCH

The President, Dangote Group, Alhaji Aliko Dangote, has been named the most powerful man in Africa and 64th in the world by the Forbes magazine.
Dangote, who Forbes says is by far Africa’s richest man with a net worth of $16.1bn as of March 2013, was ranked ahead of the likes of Fifa President, Sepp Blatter (69); Speaker, United States House of Representatives, John Boehner (66); and Founder, Mo Ibrahim Foundation, Mohammed Ibrahim (71).
The 56-year-old, Dangote, whose company is considered one of the most diversified on the list, is currently ranked 43 on the Forbes list of the world’s billionaires with his net worth over time said to be on the rise.
In August, the industrialist had announced plans by the Dangote Group to build a $9bn refinery and petrochemical complex in Nigeria, a move which is expected to help the group further diversify its current business model and increase his net worth.
Away from his business interests, mention was also made of his philanthropic efforts in his profile on the Forbes website.
It reads in part, “Inspired by fellow billionaires, Bill Gates and Warren Buffett, Dangote is making a name for himself on the philanthropic circuit and has given away millions to education, health and social causes in Africa.”
Apart from Dangote, Ibrahim is the only other African on the list, which contains 72 people.
Russia’s President, Vladimir Putin, topped the list, displacing United States President, Barrack Obama, who dropped to the second spot for the first time in three years.
Chinese President, Xi Jinping, occupies the third spot, while the head of the Catholic Church, Pope Francis, debuts on the list at number four.
Pope Francis, who was elected in March this year, leads 12 other new entrants.
Other notable new names on the list are Samsung Chairman, Lee Kun-Hee (41); Volkswagen’s Martin Winterkorn (49); South Korean President, Park Geun-hye (52); and Janet Yellen (72), who has been nominated by President Obama as the next leader of the US Federal Reserves.
The Executive Editor of the New York Times, Jill Abramson (68), makes a return appearance after dropping off the list in years past.
Facebook Founder, Mark Zuckerberg, aged 29, and North Korean leader, Kim Jung-un, aged 30, are the youngest people on the list. Zuckerberg occupies the 24th place, while Kim is ranked 46th.
Saudi Arabia’s King Abdullah, who occupies the eight spot, is the oldest person on the list. He is 89 years old.
The world’s richest man, Carlos Slim, is, however, not the most powerful man. The América Móvil honorary chairman occupies the 12th position.
According to Forbes, the Most Powerful People in the World list is an annual snapshot of the heads of state, financiers, philanthropists and entrepreneurs, who truly rule the world.
“It represents the collective wisdom of top Forbes editors, who consider hundreds of nominees before ranking the planet’s top 72 power-brokers – one for every 100 million people on earth – based on their scope of influence and their financial resources relative to their peers,” the magazine explained.
This year’s list features 17 heads of state, who run nations with a combined Gross Domestic Product of some $48tn.

Police foil ASUU protest in Abuja - PUNCH

Police on Wednesday in Abuja stopped the University of Abuja chapter of the Academic Staff Union of Universities from staging a peaceful rally.
The lecturers had wanted to protest against the refusal of the Federal Government to honour the 2009 Agreement reached with the union.
An eye witness said the lecturers had gathered in front of the mini campus of the university as early as 8.am before the men and officers from the Gwagwalada Police Division stormed the place.
The Police restricted the varsity teachers to the gate of the school.
The UNIABUJA’s ASUU Chairman, Dr. Clement Chup, confirmed the incidence to our correspondent.
He said, “We actually wanted to stage a peaceful protest when the police came and started firing tear gas. They restricted us to the gate of the mini campus. Initially, we resisted because it is our fundamental right to embark on a peaceful protest. We had planned to move by 10am, but they even prevented us from entering the campus.
“They told us that we were not allowed to protest. Meanwhile, they did not give us any reason. It took time before they were able to disperse us. They were firing tear gas indiscriminately.”
Chup said the union remained committed to the struggle to liberate university education in the country.
ASUU has been on nationwide strike since July 1 to protest the failure of government to honour a 2009 agreement reached with the union.
The union is demanding better condition of service and proper funding of the university system and payment of arrears of a bailout fund.

More facts emerge on Oduah car scandal - PUNCH

More cans of worms were thrown up  on Wednesday in Abuja  during  the public hearing  by  the House of Representatives Committee on Aviation on the controversial N255m bulletproof cars purchased by the Nigerian Civil Aviation Authority.
But the woman at the centre of the scandal, Ms Stella Oduah, dared the committee   as she again reneged on her promise to honour an invitation earlier extended to her.
Her absence however  led to  a near  disagreement between the Committee Chairman, Mrs. Nkiruka Onyejeocha, and a member, Jerry Manwe.
Manwe had complained that the committee started proceedings without first clarifying why Oduah, who is the Minister of Aviation,  was absent.
He said, “We adjourned  (on Tuesday)to take the minister today (Wednesday). Why is she not here?
“She should have been the main issue today (Wednesday).
“The  absence of the minister (Oduah) is a slap on the face of the House.”
Responding, Onyejeocha argued that the hearing was not about Oduah alone.
She overruled Manwe and moved on to  hear  the officials of the  Nigerian Customs Service, Coscharis and First Bank Nigeria Plc  state their roles in the purchase of the cars for Oduah by the NCAA.
 The committee chairman  later read  a   letter from the Ministry of Aviation  in whicn the  minister explained why  she   could not make   the public sitting.
Onyejeocha   told her colleagues that the Aviation ministry wrote to inform the committee that Oduah was on “transit” from Israel to Nigeria.
In the letter,  the minister, who had allegedly failed to honour 12 invitations by the House,  claimed that she would arrive in Lagos late on Wednesday and  applied to appear  before the committee on November 4.
• Oduah must appear today, says committee
But, Onyejeocha   directed that the minister   must appear on Thursday (today).
She  said, “If she fails again, we take it that she does not want to appear. We are saying this in the spirit of fair hearing.
“Thursday (today)  is  sacrosanct and we will turn in our report whether she comes or not.”
The  committee had on Monday  issued a statement in which it insisted that  the minister must appear before it on Wednesday.
It warned that it would not hesitate to take necessary actions against her if she  failed to turn up on Wednesday.
The House spokesman, Zakari Mohammed, had also told The PUNCH on Tuesday, that sanctions that could be imposed on the minister if she failed to appear before  the committee, included issuing a bench warrant to facilitate her arrest by security agents.
• Fresh revelations on the deal
But even with her absence, the committee,   the NCS,  Coscharis Motors and First Bank Nigeria Plc  made fresh revelations  on the controversial cars.
Among the fresh revelations made public at the hearing  was  the  difference in the chassis numbers of the cars inspected by the committee members and those in the transaction documents between the NCAA and Coscharis.
Another  is  how the  Federal Ministry of Finance and the National Security Adviser were made   to believe that the  two vehicles  were for   the 18th  National Sports Festival (Eko Games 2012) hosted by Lagos State.
 The  Customs Service was the first to blow the lid when it told the  committee   that no duty was paid on the cars because Coscharis obtained a duty exemption certificate from  the Federal Ministry of Finance.
According to the Customs, the government lost N10.1m  due to the waiver, which covered 300 vehicles, including the two  controversial bulletproof  cars.
The Deputy Comptroller-General (Modernisation and Economic Relations), Mr. Manasa Jatau, who testified before the panel, disclosed that the Ministry of Finance granted the waiver after Coscharis wrote that it wanted  to import 300 assorted vehicles for the EKO Games.
 He added that the “end beneficiary” of the cars, including the two bulletproof  vehicles  was the Lagos State Government.
However,he hinted that  the waiver was later used as a cover to import the bulletproof cars to evade the payment of import duty.
He revealed that there was also a third bulletproof car imported by Coscharis.
The Customs chief who did not name the owner of the third bulletproof car,  added  that the office of the NSA  issued a security clearance for the two bought for Oduah.
Asked whether a waiver granted for a specific purpose, could be transferred to a different end-user, he replied, “To the best of my knowledge, end-user certificate is not transferable.”
The DCG   said, “N10.1m was the duty payable on the 300 vehicles; but no duty was paid because there was an import exemption certificate issued by the Federal Ministry of Finance.
 “The waiver was for a period of one year.
“The waiver showed there were 300 vehicles for the sports festival, hosted from November to December, 2012.
“Only three of the vehicles were bulletproof and the NSA gave security certificate for their clearance.”
 Coscharis Motors was represented at the hearing by its Chairman, Mr. Cosmos Maduka, and the Managing Director, Mr. Josiah Samuel.
 The company admitted that it got a waiver to import vehicles for the games, saying that “it is the usual practice for government to approach us to supply vehicles for major events.”
 However, efforts by the committee to establish how the waiver was used to cover the bulletproof cars, did not yield results.
 Samuel parried questions and chose rather to advertise BMW cars to members at the hearing.
• Coscharis accused  of connivance
The committee however accused the company of conniving with  the NCAA to inflate the cost of the cars. But Coscharis denied the accusation.
On the price of the cars, Samuel claimed that the BMWs were “7 Series, B7” security cars, which were costlier than their equivalent quoted by “independent amourers” on the Internet.
He argued that the cars in question had factory-fitted armour, as against buying a plain car before taking it to an independent firm to rebuild.
 The Managing Director  stated that the factory price for the grade of BMW cars it supplied   the NCAA was €418,000, excluding  other charges.
 On how the company gets and utilises duty waivers, Josiah said most times, the waivers would come too close to the date of the event they were meant to cover.
 “So, what we do is that we sign a Memorandum of Understanding with government to release the vehicles we have in our showroom.  We then use the waiver to replace the vehicles we have supplied”, he added.
But, his response angered   Manwe, who accused Coscharis of committing “fraud.”
Manwe said a quotation he received  from an American firm showed that the same car sold for N42m.
He  said,  “We are not fools; you have been taking us for a ride.
“You imported the cars without paying duty, why are you selling one for over N127m?  Are your own bulletproof cars manufactured in the moon.
“You got a waiver to import cars for the National  Sports Festival, but you ended up using it to import bulletproof cars for  the NCAA.
 “You have been lying to us. You ripped off the people of Nigeria through the NCAA.
 “That is the summary of what is before us here, so what are you saying?”
But, Maduka protested, saying his company did a legitimate transaction.
 He said the whole scandal was “politically-motivated” for reasons he could not explain.
 Maduka added,  “We followed all the processes required.  We sold vehicles to the NCAA and First Bank financed it.
“We were interviewed by the SSS(State Security Service), the NSA; we didn’t do any wrong.”
 • More drama
But, more drama played out when the Aviation Committee’s Sub-Committee on Inspection, reported that the armoured cars Coscharis supplied were different from the ones quoted in its letter to the NSA.
The committee had visited the Nnamdi Azikiwe Airport on Tuesday to inspect the cars.
However, members discovered that the chassis numbers were different from the ones quoted in the transaction documents.
The leader of the inspection team, Mr. Ahmed Chanchangi, said, “We sighted the cars at the airport yesterday (Tuesday).
“The chassis numbers do not correspond with what you said you supplied. It looks like Nigeria was shortchanged here again”, he stated.
However, Maduka disagreed and insisted that a member of his staff ought to have accompanied the team to the airport to ascertain the  cars they inspected.
The discrepancy in the chassis numbers was left unresolved.
• Our role –First Bank
First Bank which  was the  financier of the transaction,   confirmed that it entered into a loan agreement, “not lease agreement” with the NCAA.
The head of the bank’s Lagos Mainland branch, which handled the transaction, Mr. Seyi Ojefeso, recalled how the NCAA approached the bank for a loan to purchase vehicles for its management staff.
Ojefeso claimed that it was possible that the NCAA “got it mixed up” when it  described it as a lease agreement.
He explained that the NCAA applied for a total loan package of N643m to finance the purchase of  54 vehicles.
For the bulletproof cars, he said there was a Coscharis proforma invoice attached to the application in the value of N255m.
He added, “We offered an auto loan to the NCAA in May to purchase cars for its management staff.
“The application was for N643m; we financed the purchase of the cars based on the application they submitted to us.”
The committee observed that the original request of the NCAA to the Minister of Aviation  was N564m, but First Bank eventually approved a loan of N643.
 When asked to explain how the difference came about, Ojefeso said only the NCAA could answer the question since N564m was not in the agency’s communication with the bank.
• FAAN also bought cars for Oduah
The Senate Committee on Aviation  also said  that four of the   202  ‘operational’  cars   bought by the Federal Airports Authority of Nigeria for its top officials are armoured vehicles.
It added    in Abuja on Wednesday, that  two of the armoured vehicles were for the Minister of Aviation, Ms Stella Oduah and two for the Managing Director of FAAN,  Mr. George Uriesi.
“FAAN did confirm that among the operational  vehicles they purchased, four of them are armoured vehicles, two for the Managing Director  and two for the minister,” the committee Chairman, Senator Hope Uzodinma, told journalists on the sidelines of the investigation  into the crises in the aviation industry.
Uriesi had while appearing before the panel on Tuesday  said  the  operational  vehicles included two Lexus limousines   and two Toyota  Prado jeeps.
But the  FAAN chief did not state who the armoured vehicles were bought for. He   said the limousines were bought  for  N60m each and not  N70m being insinuated.
Uriesi, who   said  he did not have details of the cost of the Prado jeeps, also claimed that the  vehicles were still in the custody of the bankers wthat  funded their  purchase.
He  also  did not give the names of the     persons / company(ies)  that ordered the vehicles  and those they were meant for.
But   Uzodinma  told  journalists on Wednesday that   Uriesi  had confirmed on oath that FAAN   bought operational vehicles.
He said, “Investigation is still on-going and it will not be fair for me to preempt the outcome.
“We told them to go back and put everything in writing and make  comprehensive statements on all vehicles purchased. Until they come back on Monday, we cannot rush into conclusion.
“The MD FAAN said they did a funding arrangement with a commercial bank.This investigation will be a very deep one so that at the end of the day, we do a holistic approach and look at how the sector will be repositioned so that all anomalies will be corrected.”
The Director-General of the Nigeria Metereological  Agency,  Mr. Anthony Anuforom;  and his counterpart in the Accident and Investigations Bureau, Captain Muhtar Usman, told the committee that  they  were not involved in the purchase of armoured vehicles.
The Uzodinma-led  committee will also  inspect theN255m bulletproof cars bought for Oduah by the  NCAA before the end of the week.

The world’s tallest man, 8ft 3in Sultan Kosen, has married his soulmate at a ceremony in Turkey, bringing a happy ending to his search for a bride.

So when the 30-year-old finally met, and fell in love with, Merve Dibo, he said it was nothing short of a miracle that she was just as taken with him.
In a bespoke suit and shoes, to fit his world-record sized body and feet, Mr Kosen and his wife were grinning ear to ear throughout their day of celebrations.
Towering 2ft 7in above his new wife, the part-time farmer was pictured without his usual walking stick as he danced the night away.

Gunmen seize $50 million cash in Libya - TRIBUNE

Security forces in Libya are searching for heavily armed men who seized a truck carrying more than $50 million in cash in the city of Sirte, the state news agency LANA reported on Tuesday.
The group of 10 men intercepted the truck, which was carrying 53 million Libyan dinars (about $43 million) and another 12 million dinars (around $10 million) in euros and U.S. dollars on Monday evening.
The money shipment from the Central Bank of Libya was flown in from Tripoli and was on its way to the bank’s Sirte branch when the truck was intercepted at an intersection near the airport by the group, which carried small and medium-size weapons.
Bank officials told LANA the truck was escorted by only one security vehicle and the guards were not able to defend against the robbery. All commercial banks in the city were closed Tuesday in protest, LANA said.
In July, masked gunmen made off with more than $400,000 from at least two banks in Sirte.
The Libyan economy is primarily cash-only, and there has been concern about the rise in criminal activity across the country over the past year.
In a statement on Tuesday, the Sirte Local Council condemned the incident and called on residents to cooperate with security forces and provide any information they have that could help bring the perpetrators to justice.
Sirte, about 400 kilometers (250 miles) southeast of Tripoli, is the birthplace of former Libyan dictator Moammar Gadhafi and was his hiding place before his capture and killing in 2011. It was heavily damaged in the fighting in that year’s civil war. Many residents complain about a lack of jobs, say they are neglected by the central government in Tripoli and are still demanding compensation for their damaged homes and losses from the revolution.
The country’s weak central government has been struggling to exert its authority over the hundreds of militias that operate freely two years after the fall of the Gadhafi regime.
The deteriorating security situation and the growing power of militias were highlighted this month with Prime Minister Ali Zeidan’s brief kidnapping by a militia in the capital. Another militia released Zeidan a few hours later.
In the eastern city of Benghazi, which has been plagued by violence for more than a year, there has been a noticeable increase in bombings and shootings in recent weeks.
At least two people were killed and five others wounded in a drive-by shooting that targeted a protest tent in central Benghazi on Monday evening, the state news agency said.
The protest was by members of Gen. Abdel Fattah Younes’ tribe.
Younes, who was Gadhafi’s interior minister until his defection in 2011, became the top rebel commander and was killed by a rebel faction under mysterious circumstances later that year.
Members of his tribe and other supporters are still demanding those responsible be brought to justice.

IN a major crackdown, the 4 Brigade, Nigeria Army yesterday paraded one Apkpevwe Ojijevwe Richard (a.k.a 2 Mark), a self-confessed member of the notorious kidnap kingpin Kelvin Onyiara’s gang, which has been tormenting residents in Edo State.
   Richard also confessed that the arrested Kelvin had over 300 trained abductors spread across several cells across the country.
   Parading the suspect and others at the headquarters of the Brigade in Benin City, the Army’s spokesperson, Captain Roselyn Managbe said Richard was arrested with a cache of arms and ammunition, a Prado SUV, which she said belongs to an Edo State High Court Judge, Justice Daniel Okungbowa, who was recently abducted, a BMW car marked Lagos GC 484 EKY, charms and other items.
   Managbe said: “During investigation, the suspect who hails from Okweiraka Village, Kokori, Delta State, admitted that he and his accomplices carried out an operation along Benin-Auchi Road and kidnapped a security expert, Dr. Ona Ekhomu and his wife, Victoria, who were later rescued unhurt by the Joint Task Force.
   “The suspect also revealed that he started life as a commercial cyclist before going into illegal oil bunkering and later switched to kidnapping under the tutelage of Mr. Kelvin Onyiara, who was arrested in September 2013 by the Joint Army and Directorate of State Security Service (SSS) in Port-Harcourt.”
   Also paraded were three suspected arms dealers, Ernest Egbenayaloben, Osagie Igiemwin and Mathew Iyekepelor and one Kefas Warili, for impersonating as a military personnel.
   Managbe said the suspects operated under cover of dealing in building materials from their stores in Benin City.
   She added: “On 18th October 2013, a patrol team of Operation Thunder Storm acting on a tip-off arrested three suspected arms dealers, Messrs Ernest Egbenayaloben (a.k.a Ebo), Osagie Igiemwin and Mathew Iyekepelor, who earlier escaped arrest on April 9, 2013, when troops of Operation Thunder Storm raided stores at No. 4, Jegede Lane, off Lagos Street, Benin City, Edo State.
   “It was established that the suspects use the sales of building materials as cover-up to perpetrate their illicit business of arms selling. In the course of investigation, the suspects admitted to the crime. Richard also confessed to being part of a cell that abducted Okungbowa and was also involved in the kidnap of Ekhomu and his wife three weeks ago, an incident that led to the killing of one their victims, Emmanuel Obiyan, Chief Executive Officer (CEO) of Thomas White Plc.”
   Others arrested by the troops included suspected oil bunkerers, who were allegedly intercepted with a tanker loaded with 15,000 litres of substance suspected to be illegally refined Automated Gasoline Oil.
   Other items recovered from the suspects included one AK 47 riffle, three AK 47 magazines, one long barrel gun, one pistol, 6,965 live cartridges, 266 rounds of 5.65mm ammunition, 14 empty cases of 7.62mm (special), nine FN magazines, one police fragmented jacket, 16 GSM phones, five extra GSM phone batteries, one GLO SIM card and two handbags.

UK allays fear over visa bond - GUARDIAN


UK-FLAGNIGERIANS have no reason to be apprehensive over the proposed visa application bond because such scheme does not exist, the British High Commission has said.
   Addressing newsmen yesterday in Lagos at the Solar for Security and Renewable Energy exhibition organised by a UK firm, Solar and Electric Gates Limited, in partnership with a Nigerian firm, YOMADEK Global Networks Limited, Deputy British High Commissioner, Peter Carter, said no decision has been taken by British ministers on any form of visa bond.
   According to him, “Nigerians absolutely do not need to be apprehensive about visa bonds first and foremost, because they do not exist.
   “If such a scheme were to be introduced, it will be limited to very small number of visa applicants, who in other circumstances might have their application refused - visa applicants who are judged to present a high risk that they would break the term of the visa.”
Carter noted that the commission receives over 180,000 visa applications a year and grants over 125,000 visa applications. “Overwhelming majority of Nigerian travelers will not be apprehensive even if the visa bond scheme were introduced, but for now, such scheme does not exists,” he said.
   Commenting on the prisoner swap policy, Carter said that Nigeria and the British government are discussing the possibility of allowing Nigerians in British prisons serve their sentences at home.
   “Those negotiations continue because the British government wants to see them concluded, because we believe it is both in the interest of the UK and Nigeria,” he said. “It makes good sense for foreign prisoners to return to their countries to serve their terms.”
   Meanwhile, he advocated the use of solar energy to address insecurity in the country, as he noted that the exhibition focused at creating solutions, particularly in the security sector, where Nigeria needs not only security of power supply but also absolute security.
   “One of the innovations in the technology on show here is the ability of solar panels to store energy in battery that can then be used when the sun is out. This guarantees the usage of the security facility whether it is connected to the electricity grid or not,” he said.
   “United Kingdom Trade and Investment work very closely with British companies and Nigerian authorities both at federal and state levels to identify areas where British expertise can be made available to Nigeria to alleviate problems and allow companies to develop and expand successfully.

Senate quizzes NAPEP over alleged N12 billion fraud - GUARDIAN

THE Senate Tuesday quizzed the National Poverty Eradication Programme (NAPEP) over N12 billion poverty reduction funds. While N10billion was discovered to have been trapped in some failed financial institutions, N150million for supply of spare parts for the tricycles otherwise known as Keke NAPEP was carted away by a contractor.
  Meanwhile, the agency claimed it lacked the structural framework to possibly recover the missing funds.
  The Senator Ahmed Lawan-led Committee on Public Account also said the agency paid additional N171 million as custom duties for the spare parts that were not supplied and another N605million carted away by some Keke riders under the aegis of Keke Riders Association of Nigeria (KRAN). The agency was alleged to have also paid another N1.4billion for projects that have not been verified by the Auditor General of the Federation.  
  Representatives of the AGF at the session told the panel that some of the contracts, which the agency had paid for, are yet to be verified.
    National Coordinator, NAPEP, Alhaji Mukhtar Tafawa Balewa, told the committee that beneficiaries of the intervention fund have failed to remit another N700million revenue.
According to him, the agency had since written the Economic and Financial Crime Commission (EFC C) on how Auto Ban Limited had disappeared with the said N150million paid for the supply of spare parts.
    Senator Lawan, who slammed the management of the agency, said it was fraudulent for NAPEP to have gone ahead to pay the sum of N171 million as custom duties for goods that were not delivered. He also queried the Auditor-General of the Federation in the handling of some projects by NAPEP.
    The committee dismissed the submissions of the agency as corrupt, lies, useless and unsubstantiated and warned that some relevant management staff of the agency involved in the funding of the projects may end up in jail.
  The AGF in the query presented to the Senate committee requested the agency to explain why the total unit of 988 Keke valued at N292million were yet to be supplied. The AGF specifically asked the agency to account for the shortfall of N700. 666 million of the Keke not supplied. The AGF put the unit cost of Keke at N295, 793. 00 as against N450, 000 claimed by NAPEP.
  However, the coordinator of NAPEP in his defence told the panel that the only N605million was not remitted and not N700.6million as reported by the AGF.  He said that the agency paid the said N171million for the spare parts that were not supplied after consultation with the Nigerian Customs Service.
The committee directed the agency to re-appear next week Monday with details of all expenditure and purchases or face sanction.
The Senate also urged the Federal Government to immortalise the late Solomon Lar, who passed on recently.
President of the Senate, David Mark, urged politicians to play the game without bitterness as a sign of honour for a man, who worked for the development of political parties and fought for the interest of the masses.
  “He nurtured PDP to when it became the largest party in black Africa and he would be pained if PDP does not remain the largest party in black Africa but he would be more pained even in death if PDP does not meet the expectations of the people.
  So, I think that for the sake of Lar, those of us in politics should make sure that it is played in the words of the great GNPP leader, Waziri. It should be politics without bitterness”, Mark said.
  He added that Lar’s goodness cut across party boundaries and was a father figure to many including his seniors.
  “When I came back from exile, Solomon Lar and Chief Barnabas Gemade were the first few people who approached me and said I must join politics. Solomon Lar always referred to me as ‘my son and my General’ and for those of you, who know him, was a down-to earth person.
  “There was no pretence about what he does or say. He just say things the way he saw them and that put him on collision path with so many powerful people but I don’t think it bothered him at all. He just said whatever he thought he should say but whatever he said was in the best interest of this country.
Meanwhile, the House of Representatives may probe members of the Committee on Power in the 6th Assembly over the utilization of N31million.
The decision followed the disclosure by the officials of the National Electricity Regulatory Commission that the money was made available to the committee for capacity training of its members.
But the Solomon Olamilekan-led House Committee on Public Accounts, which is looking into the books yesterday, said there was no evidence that the training took place.
The panel has also alleged that the N31million was reportedly paid in two installments of N18 million and N13million respectively to a personal aide to the Committee at that time.
Chairman of the Electricity Regulatory Commission, Dr. Sam Amadi made this known when he appeared before the committee to respond to queries raised against it by the office of the Auditor General of the Federation, which covered between 2009 and 2010 respectively.
The Auditor General’s query revealed that the amount was collected by an aide to the then Chairman of the Committee for the members to attend a capacity training workshop abroad but there was no evidence that the members attended the said workshop and the money was not returned to the Commission in line with financial regulations.
Similarly, the Commission was also accused of paying $5,000 to a foreign resource person through the black market despite the readiness of the Central Bank of Nigeria, CBN to carry out the transaction on behalf of the Commission but demanded for relevant documents that would facilitate the transaction.
According to the AGF, rather than return to the CBN with the requested documents, the Commission took the amount from the CBN and gave it to a staff that went to the black market to carry out the transaction.
The Commission was also alleged to have bought a 100kv generator at the cost of N6million for the Secretariat of the Presidential Task Force on Electricity Reform which market value was put at between N1.5million and N2.5million without following due process.

THE Director-General of Budget Office of the Federation, Dr Bright Okogwu and the Accountant General of the Federation (AGF), Mr Jonah Ogunniyi Otunla, have acknowledged that  Nigeria is cash-strapped, though not broke.
The duo made the declaration in Abuja, on Tuesday, while speaking at a meeting with federal revenue generating agencies, organised by the National Assembly Joint Committee on Finance and Appropriation.
The committee had organised the meeting to consider the 2012-2014 Medium Term Expenditure Framework (MTEF) earlier forwarded to the National Assembly by President Goodluck Jonathan, preparatory to the 2014 budget presentation in November.
According to Otunla, “Nigeria is not broke, but it is currently having cash flow problems. We may have cash flow problem, but we are not broke.
“Countries like Greek and Spain are broke, they are now approaching their international neighbours for bail out, but Nigeria has not done that and we are nowhere near that situation.”
Deputy Governor of the Central Bank of Nigeria (CBN), Mrs Maria Alade, who represented the governor, Mallam Lamido Sanusi, at the joint sitting, said since the AGF and the DG of the Budget Office had said Nigeria was not broke, that was also the position of the CBN.
“As bankers of the Federal Government, it is not our duty to tell the nation whether it is broke or not. But we can tell the amount in accounts at anytime,” she said.
Defence ministry broke
The Ministry of Defence is broke, owing to limited budgetary allocation and arbitrary reduction of proposed budgetary appropriation by the Budget Office of the Federation, which  has left the ministry with liabilities and unpaid debts.
The Permanent Secretary in the ministry, Aliyu Ismaila, disclosed this on Tuesday, during the visit of the Head of Civil Service of the Federation, Bukar Goni Aji and the Peer Review Team of Permanent Secretaries, at the Ministry of Defence headquarters in Abuja, to assess their level of implementation.
The permanent secretary said there was the need to reconsider the importance and strategic role of the ministry, by increasing capital and overhead allocations.
According to him, over N19 billion was approved for the ministry in the 2013 appropriation, adding that so far, only about N13 billion had been released.
He explained that the ministry was burdened with over N194 million unpaid hotel bills, N14 million outstanding burial and death expenses and over N108 million outstanding repatriation allowance.
Aji, in his remark, noted that the Peer Review was to understand the feeling of staff, through the union headship and an assessment of the performance of the permanent secretaries.
He disclosed that the issue of ghost workers would be resolved with the implementation of the Integrated Personnel and Payroll Information System (IPPIS), which, he said, would solve delays in the payment of salaries.
Aji said the Federal Government was working to complete the IPPIS exercise and capture all ministries, departments and agencies (MDAs) by February 2014.
Jonathan presents N4.49trn budget Nov 12
President Jonathan will, on November 12, present to the joint session of  the National Assembly the proposed 2014 budget estimates valued at N4.49 trillion.
The president, in a letter dated October 23, 2013 and addressed to the Speaker of the House of Representatives, Honourable Aminu Tambuwal, was read on the floor of the House by the Deputy Speaker, Honourable Emeka Ihedioha, on Tuesday.
“I write to crave your kind indulgence to grant me the slot of 12.00 noon on Tuesday, November 12, 2013 to enable me to formally address a joint session of the National Assembly on the 2014 Budget.
“While thanking the honourable members of the House of Representatives of the Federal Republic of Nigeria for the constancy of their support, please accept, Honourable Speaker, the assurances of my highest consideration,” the letter read.
Nigerian Tribune recalled that President Jonathan had presented the 2014-2016 Medium Term Expenditure Framework and Fiscal Strategy Paper to the National Assembly for consideration and approval, where it was indicated that the aggregate sum of N4.49 trillion would be proposed as 2014 budget, as against N4.98 trillion budget of 2013.
